Shining and Sparkle

Adds a bit of sparkle to Shine Maker's magic. Using "Shining Touch" will activate it in the enhanced form of "Shining Touch and Sparkle". <Shining Touch and Sparkle> Shining Touch has a chance to grant the debuffs Fantasia Circle and Funky Star when triggered.
